Base is only for Coinbase users
Anyone with MetaMask or any EVM wallet can use Base. The Coinbase integration is an onboarding advantage, not a restriction. Non-Coinbase users bridge via standard methods (Across, official bridge) and interact with the same dApps. There is no account requirement.
Base will have an airdrop
Coinbase has repeatedly stated Base will not have a native token. There is no governance token planned. Gas is ETH. This differentiates it from Arbitrum and Optimism (which both launched tokens). Farming Base for an airdrop is likely futile based on all official communications.
Base is controlled entirely by Coinbase
